About us

Everyone deserves safe, reliable, and affordable water in California.

We provide safe, reliable water to communities across California. We are regulated drinking water providers, which means we are privately financed but publicly regulated. Our systems deliver water to millions of people every day.

Our purpose is to make sure that every Californian has access to safe, clean, reliable water today and for generations to come. We take that responsibility seriously, and every investment we make is about maintaining the trust placed in us to deliver a public essential service.

The Foundation of
California’s Water

Affordable Water

When it comes to water,  affordability matters. Regulated drinking water providers work to balance cost, conservation, and long-term reliability—while offering low-income assistance programs to support those who need it most. The result is a system that protects access to essential water service while encouraging responsible use.

Accountable Water

Every decision is guided by transparency and oversight. Investments, infrastructure projects, and rates undergo rigorous public review and independent regulation before moving forward. This process ensures water systems remain safe, reliable, and built to serve communities responsibly—today and for generations to come.

Water's Economic Impact

Investing in water systems means investing in people. Regulated drinking water providers support stable careers, local businesses, and skilled workforce development across California. These investments strengthen infrastructure while driving economic activity—helping communities stay strong, connected, and prepared for the future.

Water, the
California Way

Safe, reliable water is essential to every California community. By strengthening systems through conservation, reuse, and advanced treatment, regulated water providers work to meet the challenges of a changing climate. This work reflects a commitment to protecting a limited resource while supporting public health, quality of life, and the state’s future resilience.
